A、Implementation and promotion of Cultural and Innovative activities.
B、Establish Chinese Creative Cultural Organization.
C、Organize seminars to study and discuss the development and investment in cultural industry.

Article 6：Qualifications
All professions in media and culture industry.
Article 7：Withdraw
A. Where our members contrary to the constitution or other illegal Honorary caused prejudicing, credit is substantiated by the Supervisory Board, the Council may in accordance with the seriousness of, respectively, be warned, the right to stop, removal and other sanctions. However, removal of sanctions should be attended by the General Assembly and agreed to more than half the members.
B. Where the member has the right to voluntarily withdraw from CCCO.
C. Where members refuse to continue membership fee after been contact, will be removed from CCCO after the confirmation of the Council.
Article 8：Member rights
A、Members have the rights to speak, vote, election, election, removal, and other entitlements according to law.
B、Members have right to share interests of any CCCO’s event.
C、CCCO will protect members’ rights Where the member or his representative by false accusations, or the legitimate rights and interests have suffered insulting.

Article 10：General Assembly
A、the General Assembly as the highest authority of CCCO.
B、the rights and obligations of General Assembly:
1.Create or adjust the general constitution.
2.Develop and resolve the policy of General Assembly.
3.Supervise the conduct of CCCO.
4.Responsible for CCCO’s financial contribution.
5.Audit of CCCO’s budget and final balance.
6.Elect members for CCCO’s General executive Board.
7.Elect members for CCCO’s board of supervision.
8.The decision of other important matters.
Article 11：General executive Board
A、15 executive and honorable directors will be elected by General assembly with 2 years term and can be re-elected.
B、If the director is contrary to the constitution of CCCO，prejudice the reputation and credit of CCCO，after investigation by the board of supervision，In their seriousness of the circumstance，a specific punishment will be given. Where exclusion needs agreement from more than half of members.
C、Duties of General executive board：
1.Conduct decisions of General Assembly.
2.Conduct general operation as CCCO’s mission and members suggestion.
3.Elect executive directors to form the board of executive directors.
4.Recommended and investigate candidates of executive director.
5.Auditing join and withdraw of CCCO’s members.
6.Prepare and conduct CCCO’s annul work plan and budget.
7.Conduct decisions from board of supervision.
8.Conduct other important matters.
Artocle 12 Board of Executive Directors
A、7 members form the board of executive directors. Once board of executive short of candidates, members from general executive board will be elected to join board of executive directors.
B、The duties and rights of Board of executive directors：
1.Act on behalf of the General executive board.
2.Conduct general decisions.
3.Conduct CCCO’s general operations.
Article 13：Chairman
A、A candidates from Board of Executive directors will be elected as Chairman, can be re-elected up to 1 term.
B、Terms of reference of Chairman：
1.Externally representation of CCCO，internally conduct general operation.
2.Congregates general meetings as the host.
3.The employment of CCCO’s staffs.
4.Decision of urgent meetings (in important circumstance, a confirmation from General executive board is required).
B、1 to 2 Vice Chairman will be elected from the General Executive board to help Chairman conduct CCCO’s general operations
Article 14：Honorable Director and judges
A 、7 famous and respected persons from cultural industry will be employed to form Board of Honorable Directors.
B 、Cultural innovation awards judges 9 to 11 persons.
C 、1 Executive Directors will be elected form the board of Honorable Directors and judges.
D 、1 Chairman will be elected from the board of Honorable directors
Article 15：Organization
A、1 CFO
B、Department of Finance, Department of general administration, Department of Secretary, Department of Field operation and Department of logistics.
Article 16：The annul meeting
Held with CCCO forums.
Article 17：General Executive board
General executive board has obligation to congregate regular meeting and urgent meeting.
A、Regular meetings，congregates every 3 months.
B、Urgent meetings，request from more then 1/3 executive directors, Chairman has the right to congregate the urgent meetings, if in emergency circumstance, chairman has right to congregates urgent meeting as well.
Article 18：Board of Executive Directors
Board of Executive Directors will be congregates as request, host by Chairman, has regular meeting and urgent meeting as well.
Article 19：Attendance
A、In order to achieve better communications, CCCO’s General Assembly and other important meeting need invite related department representatives to attend.
B、Representatives form Board of Supervision need to observe Board of Executive Directors meeting and General Executive board meeting.
Article 20：Rules of meetings
As CCCO’s meetings need to follow general rules of meetings, only if in important situation.
Article 21：income：
A. $500 application fee.
$100 annul membership fee for standard member.
B. $1000 application fee and $200 annul membership fee for honorable directors
C. As enterprise $2000 application fee and $300 Annul fee for 1 director and 2 standard members.
D. Donation
E. Yield surplus：Yield surplus from membership fee and other activites
F. Commissioned income.
G. Others.
CCCO’s financial activates will follow the general rules and will employ specified professional to conduct. Chairman and representatives from the board of executive directors audit CCCO’s financial activates.
Article 23：accounting
As CCCO’s financial year start from Jan 1st to Dec 31st of each year.
Chapter VII Annex
Article 24：Disband
In the circumstance of Disband, CCCO’s belongings shall not in any way attributable to personal or private enterprise; should be dealt with according to law, vested in the autonomous bodies or government.
Article 25：Other annex
Depending on the actual needs, CCCO’s additional rules can be formulated
Article 26：Effectiveness
The general constitution as CCCO highest legislative charter, it needs implement after decision of the General Assembly.
Article 27：Supplementary Provisions
A、 5 types：
1. Film and television；
2. Painting and calligraphy；
3. Screenwriter and novel；
4. Innovative of construction and manufacture；
5. General。
B、 Award types：
1. Film and television innovation award
2. Painting and calligraphy innovation award

C、All candidates need to be recommended by members, PS: recommendation from at least 3 members and 1 honorable director after this the candidate will be presented to the board of judges.
Article 28：Amendments
The constitution, if not entirely satisfactory, need agreement from 2/3 of the General assembly, And to petition the competent authority for approval.
